1st QTR 2018

December NCEPT Breakdown

I'll admit, I was a little bored tonight. Attached is a breakdown of the panel...

Green - All available slots were filled on the 1st pass and (when applicable) the 2nd pass as well
Yellow - All available slots were filled on the 1st Pass, but not on the 2nd pass
Red - Unable to Select
Black - A80/LAX MOU allowed those facilities to release people that were not eligible for the NCEPT
Blank - Did not fill their available spots

Random Facts of the day
175 facilities had the ability to release someone this panel
84 facilities released all the people they were capable of releasing.
52 facilities had the ability to release someone and did not release anyone.
39 facilities still had the ability to release additional people after X amount of people were selected from their facility.

Some random things that stuck out....
Despite being ranked 7th, level 9 GFK had 0 eligible ERRs
Despite being ranked 11th, Level 9 T75 only had 1 eligible ERR
Centers as a whole had very few ERR's out. Only ZME and ZLA released their maximum allowed amount.
A80/LAX selections begin the NCEPT panel. They are essentially ranked 1/2 for every panel from here on out.

I tried getting to K90/A90 the previous two panels with no luck. Even hauled my ass across the country to visit lol.

Where's the new thread for the next panel? By this time last panel a new one had appeared already. Restart the waiting game...... :)

My facility was one of those, we had three people with multiple ERRs out, who did networking and knew people at their desired locations, and all got skipped over at every place they put in for. Was a shocker.
Not sure where you are, but I assume those ERR had to be to high level facilities as you figure SOMEONE should have been selected on the 2nd pass for an eligible facility. Interesting. I guess that's more releases for next time, especially good now that panels go every two months... Simple math says that is 50% more chances for release...

This is the new landscape going forward. More competitive lists mean the recieving facilities are moving closer to getting the applicants they really want. Its probably going to result in more people lowering their standards and applying for that level 9 cuz getting to popular 12s is becoming harder.

A few were to very high level places, but 2 of the 3 networked a lot at places that would have picked them up round 2, but got passed over and others were selected. Bad luck, I guess.

Agree 100%. In the 2ish years that ncept has reigned supreme, we've seen transformations from "if your facility is eligible to release, you can go damn near anywhere you want" to "bid out to a center... They can't say no" to "man I might actually have to network or have more than 1 month of CPC under my belt to have a shot at this facility".

Point being, the more competitive the lists get, the better for everyone in the long run.

I'm sure this happened at a number of those facilities. This is where people who know the ins and outs of the process can begin to have an advantage moving forward.

The facility priority list only shows eligible gains to bring facilities up to the national average. A person who's not familiar with the process might see "0 gains" and not put in an ERR request, whereas a person familiar with the system might see a level 9 who's above the projected national average, but below 100% projected and know they will be able to pick up X amount of people on the second pass.

I know everyone's definition of a garden facility or dream facility will waiver, but outside looking in, all of these 8-9 facilities that I would deem desirable could've picked up more people on the 2nd pass. These are just the ones that I deem more desirable, there are plenty of other 8-9 facilities that I didn't list below that could've selected more. Any of these facilities would've been a guaranteed selection for anyone in those 52 facilities who could've released this past panel, but had no one selected.

Not only could most people be content staying at these places and cities for a career, but they are now the future route to get to the desirable 12's.

How does it work with Cat 1 release and 2 controllers from the same facility going to A80. Is it 6 months after the higher seniority controller leaves to A80 the other can leave? How long did it take HR to call and get a verbal commitment?

CAT 1 is 90 day release. According to mou: With the exception of paragraph E, all other release dates for employees within the same losing facility will be assigned in order of selection. In the event more than one (1) employee is selected for the same facility, release dates shall be determined in order of receipt of the ERR/Merit Promotion Program (MPP) package at the servicing HR office. Any deviations from this provision will be handled in accordance with paragraph B or C of this Agreement, as appropriate.

That’s not the A80 MOU.

Does the second release take you out of Cat I or II? The A80 Mou allows for release within 90 days or up to a year, the every 6 months provision is only if staffing doesn’t permit both to be released within 90 days.

Captain Obvious is correct. Categories are not considered in the A80 MOU. There is some subjectivity to it that was not included in the Q+A that they put out. The phraseology in Section 2 of the MOU is ..
"However, unless staffing and workload permit, no more than one (1) employee per facility in each six (6) month period will be released to A80 and/or LAX in accordance with the terms of this Agreement."

Given that this occurs outside of the national release policy, the staffing and workload aspect is largely ATM dependent. Looking at your staffing at DAB, I doubt your ATM will release both in the first 3 months. If I was number 2 in line, this is the argument I would try to make...

Selections happened on 12/14/17
First six month period would then be 12/14/17 - 6/14/18
Second six month period would then be 6/15/18-12/14/18
As opposed to 6 months after the first release.

If I were you, I would reach out to one of the FacReps at CMH (2), LIT (3), SAT (2), or ZHU (2), who all had multiple people selected to A80 on 10/3, to determine how their second selection release dates were negotiated.

Any guesses how many people decline offers this round? I’m gonna say 19. Hopefullynowhere near last rounds numbers.
