Tie breaker to different facilities is whoever was selected to the higher priority facility goes first. Think of it this way, since they were higher on the priority list and made selections first, you were technically selected before your co-workers even though it was the same panel/day.

This is only when it comes to a cat 1 or 2 release right? Submission date doesn’t matter for anything else otherwise? Let’s say XYZ facility can pick up 1 person and wants to pick up from my current facility. If I submit my ERR to HR for XYZ facility after my co-worker submits there ERR for XYZ, do they have to pick them up or can they pick me up?

You've got it.
Submission date has no bearing on being selected (other than submitted in time for the cutoff.) In your case, whoever the receiving ATM ranked higher would be selected.
ERR submission date only affects the release date in the situation that multiple controllers in a single facility were all selected for the same facility.
 
I received my TOL from southern region HR by email today.

Trying to project our numbers for the next NCEPT. We’re good on CPC #s but our projected numbers look like they’ll take a hit with 2 people getting picked up this round and 2 going to sup bids. When do they reflect the 4 as committed outbounds? effective immediately?

I believe its as soon as they accept a TOL.
 
The 2 on NCEPT should be placement list outbounds immediately and they'll all be committed outbounds once they sign a TOL. Those 2 columns count the same for proj
 
I haven’t received mine for the eastern region yet either. I emailed Hr- no response. I had my ATM call Hr and they said they’re really backed up ??‍♂️. Typical response.
