Pay change

Hello all,
I'm a current training withdrawal from a high level facility at D2 pay. First facility. I need some guidance with the NATCA CBA(attached below). If I transfer to say TYS (lvl 7) for example, can anyone make black or white of where my pay would be set? The wording is grey to me...if I'm making 85k at D2 , but transfer to TYS (referenced only because it's attached below) , based on this wording do I go to bottom of D2 or top of D2? Thanks for the interpretation.

You’ll keep your base pay to your new facility, if it puts you into the CPC pay band then they’ll get the top of D3 pay.

Are you certain? I was never CPC at another facility, and Im definitely above "the same developmental stage" at the lower facility...and thanks for your time!

If you start at a facility (ERR) on the first full pay period in June, will the yearly June raise be based off your new pay or your old pay ?
