I'm pretty sure the drug testers are an outside company like Quest Diagnostics or similar, therefore immune to gov't shutdowns. Now, without the ability for .gov payments they are unavailable, but that's not the same as being furloughed.

Can't schedule testing if the desk jockey is furloughed. Additionally I'm fairly sure the Anti-Deficiency Act has an issue with excess spending during a lack of appropriations.
