Pay disparity in "Pay FAQ"

In the pay FAQ on this site, it says the following:
Developmental NEST
On transfer: Lower of
  1. Current pay, or;
  2. Max of the new facility's D-band
Certify: Greater of
  1. Bottom of CPC band, or;
  2. Current pay + 6%
Move money: None

I posed a question that the thread was locked on a short time ago. According to the NATCA CBA, developmental transfer is as follows:

h. Developmental controller transfer:
(1) Voluntary transfer to the same or higher level facility: Basic
Pay is unchanged.
(2) Voluntary transfer to a lower level facility: Basic Pay is
unchanged if it falls within the pay band of the same
Developmental stage of the lower level facility, not to exceed
the pay band maximum. If the same Developmental stage does
not exist at the new facility, employee’s pay is set at lowest
available Developmental stage at the new facility, not to
exceed the pay band maximum.
(3) Involuntary transfer (through no fault of the employee) to a
lower level facility: Basic Pay is unchanged and the employee Shall be granted pay retention.
(4) A developmental controller who previously transferred to a
new facility under (1) or (2) of this subsection, but does not
achieve facility certification and is reassigned a lower level
facility shall have his/her pay set at the same Developmental
stage percentage of the lower level facility’s minimum
Developmental stage. If the same Developmental stage does
not exist at the new facility, the employee’s pay is set at the
lowest available Developmental stage at the new facility, and
pay may not exceed the Developmental pay band maximum.

I ask, am I missing something? It's a 12k difference in what I'm being offered, and what's posted on here. Developmental nest withdrawal to a lower facility , lvl 12 to 8. D2.
 
Ok, so is there a separate section in the CBA that would govern training failure vs voluntary/involuntary withdrawal? Thank you for a quick response
 
To the best of my knowledge it works the same if you fail or withdraw and I think that’s what I just read. Did they tell you you are making less because you withdrew?

Just so I'm reading this correctly, I'm a Nester at the top of a D3 band at my new facility. Upon checking out, I'd be up for a 6% raise? (being that the bottom of my new facility CPC band is my current D3 pay...)

Anyone have a reference for this?

So the transfer from nest is one rule in the contract that set you at the top of D3. If you are already at the new facility this no longer applies to you.

The next rule to look at is the basic one for developmental progression. Article 108, Section 6, B. Says 6% including the CPC payband.

I don’t have the reference but I know a few people who went through that and yes, you get the 6% upon CPC.
