They place you to the nearest low level they can. I knew a gal who was married to a center guy and all that was available was level 8 or higher places so she got an 8 out of the academy.

Only way to hardship right out of the academy is married to a controller. Day one, they ask everyone if you are married to a controller and they take care of it at that point. You would go through the academy, have to pass like everyone else and there will be a list given to everyone and your facility the spouse is at would be where you go. Nobody can bump you, guaranteed. Good luck!

False, there have been a few hardships granted out of the academy for extreme circumstances. One that comes to mind is someone who's child needed a specific doctor and had that specific doctor already, which was near a Z.
