Supervisor to BUE release timeframes

I am a supervisor at my current facility and recently got accepted for a BUE position at HQ. I received my TOL in March 2024 and recently just got my FOL stating a release date of May 2026. A 2 year release date. My ATM has talked to me and she stated that, due to manning issues, this was the date that she settled for. Is there anything that I can do to move this date? I feel like this is an overreach. I am a supervisor and was informed that I do not count towards our staffing numbers. Now I am being held to our facility numbers. Any help would be greatly appreciated!

Are you sure it’s facility staffing and not supervisor staffing? I know of someone who went sup years ago bc that was the only way people were leaving, then all of the other sups got released and he was stuck as the only one for 2-3 years bc nobody took the positions. It sucks but at the end of the day, it’s “agency needs.”

IIRC, the only issue with that is the release policy, meaning that there’s “one line out of the door”. No one else can leave before you now. So if there was a BUE that got a 3 month NCEPT release or something, they would have to move up your date.

This is untrue the the national release policy only applies to BUEs. If you’re not a BUE management can do whatever they want

I’ve heard there really isn’t much you can do because going from a sup to BUE isn’t considered career progression or a promotion or whatever. Similar thing happened at my facility and the sup waited about 10 months to get out for TMU.

I re-read the NRP. This is correct. Only applicable to BUEs. I was mistaken since we had BUEs move into management positions and they were subject to that.

It is not our supervisor staffing. My ATM pretty much told me that, although I'm not considered as staffing, I can be used to help subsidize. But yes, I agree to the whole "agency needs"

Yes, you are correct about sup to Bue is not career progression. Although, in the HRPM 1.29a

First time in HQ or Service Center:
• First time in HQ or Service Center, in a permanent position at any status of position is career progression - one time only

Any thoughts on this? Could this be a delay in career progression??

can’t you basically resign from being a sup?
Yes. Yes i could... funny thing is that my ATM would have to "approve" of my resignation. Double edged sword because "staffing" is pretty tight like all facilities. I have a better chance of leaving as a supervisor

That’s the same dumb logic of not approving leave bc people might call out sick. Maybe the new boss at HQ can put some pressure on your atm?

No offense but this is how the faa thinks. Generally the higher up you go the more detached people are from operations. You lost your rights the union fights for and got told to pound sand for 2 years while your ATM was also able to ensure that nobody else can be released for 2 years.

You could still quit and qualify for a rehire with 1 year experience

Pretty sure that’s only for positions at headquarters or at service area level position(s), not average Joe controllers like us.

Is it still ATO or is it AOV position.
We had controller get picked up for a DC office job, the HR person was coordinating a release date and the ATM was trying to draw it out and then HR said well all we really have to do is give you is a 2 week notice and when the employee wants to start their new position the day before will be their last work day at XYZ facility…..contact HR and push that way.

It is an ATO position.
I've emailed HR and even suggested that the year was a "typo". HR stated that it wasn't... My FOL did state that I could contact my receiving ATM for scheduling and report time. Pretty sure they meant when time gets close but, doesn't hurt to ask. Any advice on how I should approach HR?

I agree. Pounding sand for 2 years... ya it sucks. What I don't understand is "ensure that nobody else can be released for 2 years". There are 2 other people that are getting released after I found out about my TOL. Possibly the fact that I am a supervisor compared to a BUE.

I thought about resigning as a supervisor and dropping back down as a BUE but, staffing is pretty bad on the floor (like everywhere).

How should I go about HR?

Funny thing right?! I'm planning on reaching out to the receiving ATM to see what I can do.

Even more reason to do it. If you’ve signed the FOL outbound, neither your current facility’s staffing nor your BUE status within it are your problem. That’s what managers are for. 🤷🏼‍♂️

Yeah I mean it sucks that we dint have some pipeline where we send new hires to low level facilities and you have a chance to progress and transfer out in order.

BUT you got the light at the end of the tunnel so congrats!

I guess you're some sort of a scammer and I should be mad or something according to the internet

You don’t understand it because it’s not true
