I was a developmental June '14- summer '16 (tower certified) that washed out and am waiting for the NEST to find a tower only facility.
The facility is super clean and newer. (2000) It has STARS fusion with an ASR9 radar site, PDC, D atis, and the new TMU computer system.
Average check out (full CIC) time is about 2 years. This is partially because there are more devs than CPCS. If you can check out then you're set up well to get to a higher facility.
The traffic is a good mix of commercial, private, and military. The airport has an Air National Guard helicopter unit, NY state police hangar, Commute Air maintenance hangar, Customs, and the incredibly nice FBO MillionAir.
My time in Albany was overall positive with a good working atmosphere and close knit staff that gets along pretty well
