ATO/FAA isn't that worried about controller staffing

Per attached information, there is an ATO hiring freeze instituted for sources external to the ATO in FY25, including previously certified controllers who now work for other LOBs. Given recent events it seems like the ATO should be willing to accept personnel actions to gain experienced controllers. Since this guidance is still in effect, is there a past precedent that a controller exclusion may be implemented?

There was a Saint Valentines Day Massacre last night at the FAA, job (non veteran, far as I can tell) probationary employees of job series 1361, 4749, 0343, one other series I cannot remember were released from service last night.
 
If an employee works for the FAA in any LOB (line of business) other than the ATO (ARP, AVS, AST, ASH) or in one of the staff offices this guidance does not allow for a hiring manager to select the candidate through a bid or ERR. The impact is a qualified 2152 employed by the FAA (including qualified and experienced previous controllers) not currently in the ATO cannot be hired even though it would help with the staffing shortages. It is interesting ATO management will not allow selection of previously certified controllers that still work for the FAA considering the severe staffing shortage. 2152's returning the the ATO seems like an efficent way to increase staffing.

A 10 month 2152 trainee at FLO was fired last night. One of his coworkers set up a GoFundMe.

Assuming the rolling prior experience bid is under this umbrella? There is still one up on usajobs
 
Oh no theyre doing exactly what they said they were going to do.

Destroy from within then privatize. That's the plan. Only reason they aren't firing every probationary controller is thanks to DCA. They'll revisit the thought once some time has passed.
