It has come to my attention that a few districts are telling controllers if they intend to transfer to DoD, they must resign. This is absurdly false, as we are covered under 5 CFR 6.7 with an interchange agreement that was just extended. Tell your district to pound sand, as a break in service has dire consequences:

Whenever OPM and any Federal agency having an established merit system determine it to be in the interest of good administration and consistent with the intent of the civil service laws and any other applicable laws, they may enter into an agreement prescribing conditions under which persons may be moved from one system to the other and defining the status and tenure that the persons affected shall acquire upon such movement."

Original agreement effective 11/6/97; expired 3/31/24. Reinstated agreement effective 4/12/24; expires 4/30/26.
 
I know this is a different situation, but:

FAA to DOD. The DOD forced me to take a break in service because I was hired on temp position not to exceed 365 day position. It was an overfill hire for someone retiring in the next few months (which I knew ahead of time). A few months later I was hired for a permanent position.

My SCD date stayed the same. All of my annual leave was paid out to me, and all my sick leave transferred.

Im not sure on the length of time for it to effect you, but my break in service was four days.

I went from a lvl 9 to a GS12 step 10. This was a few years back.

If you have a break in service you can’t keep your annual leave. They will pay it out. If it is a long enough break then your SCD date can change. Those are the only things that I am aware of.

This post has the pay tables with the new SSR rates. You'll save pay so take your basic pay before locality and add 40% for rapcon or 35% for tower and that's the step in grade you'll fall in.

Sorry, I meant more generalized in relation to applying for other federal positions that aren't ATC-related.

My ATM is trying to force me to stay two additional pay periods and FAA hr won't release my Sf75 to the DoD office to have my fol written up without the ATMs permission. What course ot action do I have?

What has the DOD HR said? They should be able to tell FAA HR to pound sand.

Have you looked at the SF75 form? In Section N is where your ATM will say that the proposed release date is unacceptable along with his own proposed release. Then his name is on it so that the DOD HR can discuss the release.

There's nothing that he is giving permission for. Go to each HR is all that I can tell you though.
 
I can’t even believe the FAA is even trying this BS and that they’ve gained any traction with it. I’d be giving all documents to the respective DoD HR and telling the FAA and your corrupt ATM to get wrecked.

How does the FAA handle transfers to the DOD for CPC-IT’s? I’m training at a up/down but am interested in DOD. Can you return to your FAA facility that you’re training at anytime?

If you're at DOD and want to return to FAA you would have to reapply to the FAA as a prior experience applicant. There's no fast track back.
