Green Referred but no Check Mark

A friend is in pool #1, took the AT-SA... everyone he knows received their TOLs except him. His USAJobs site says "Referred" in green and said his name was submitted. But there's no green check mark next to his name. Does this mean he was rejected or just not processed yet? Are TOLs sent out throughout the year or are they almost done?

That doesn't mean anything. They did an update to AVIATOR and it got rid of the Red (!) and the Check mark, if it says referred he's still referred and there ares still people getting TOLs. Good luck to him.
