I applied at the last bid and received a TOL, CIL and waiting for my medical to get cleared. Medical is taking forever. Any advice if I should reapply for this upcoming bid? Just to be safe? Does the TOL guarantee a class date?

Did you read your TOL? Tentative offer based on passing your clearance instructions. So long as you pass your medical, psych, drug, and security stuff, YOU WILL GET A CLASS DATE. Literally no point in re applying.
