I haven't heard anything, and was wondering if the rules for the bids have chanced like the ERR process.

No they can't change the rules for bids. Those have to follow opm guidelines. That's why they've stopped using them, so they can break the rules with ERRs.
You typically don't hear anything from a bid unless you get selected. You can call the phone number listed on the bid posting and ask for a status update.
