Open Season for Health Insurance

What would be the cheapest for someone with no family? In California if it matters. I was looking over the payments and there were a few that had no annual fee, is it just that simple? Besides the copays and what not.
I second GEHA HDHP to build your HSA.

Includes dental, as many have stated. When you look for a dentist please stay away from big names like Aspen dental. Find yourself an stablished mom and pop dentist.

Aspen Dental will tell you you need things you don’t really need just to charge the insurance and change you out of pocket costs. It’s their new business model = to rip you off.

Never go to corporate dental offices

I'm on GEHA HDHP. I had both BCBS and GEHA Std before. I've been pleased with GEHA and they now have a plan that mimics BCBS. If you don't go to the doctor often the HDHP allows you to save more for retirement (see any youtube videos about it)

I'm trying to change my health plan on employee express, I choose the open season option but it keeps bringing me to a section to change family members. It wants me to verify that "I am requesting a change in my current FEHB enrollment as a result of adding a new family member."

Do I just select yes and add all of my family members? I don't get why it says I'm changing as a result of adding a new family member when I'm clearly clicking on the open season option.
