Hypothetically speaking, can you have 2 TOL's at once. For example, you apply to N90 and get selected on the bid, they send you a TOL but you don't sign it right away in hopes you might still get selected on ncept and just turn down the N90 tol afterwards? Can you still be selected on ncept or does getting a TOL from N90 withdraw all your err's?

I know if you’re selected for NCEPT during a panel, it removes you from any other facility possibility based on the national priority. So if you got placed #1 for two places, you’d only get chosen for the higher priority facility and you’d be passed over on the other one. I imagine they treat the outside bids a bit differently.

I believe NCEPT and USAJOB bids are two different systems. So theoretically you can hold a TOL for both
 
I had a supervisor have two TOLs. Two different facilities for a supervisor bid. He put one against the other and ended up with a bigger raise and move money.

We have a guy whose got a signed FOL and still doing interviews for other facilities….basically using it as a block for other controllers and leverage that he’s already got a release date coming up and a deviation approved. About the most bullshit thing I’ve seen in the agency!

They added move money to a sup bid that didn’t have it included? Or did he negotiate more move money to one that already had it?

A previous facility of mine had to cancel it and reissue the opening with move money included.

Move money was for one facility. Other one didn’t have it. He went to facility that didn’t have move money but got move money and the pay raise

Classic. I love that you can bid a supe position not get a interview and then it comes out again with move money. Our agency saves money on theeee worst ways possible ?

Let me know if I am misunderstanding what you said, because it comes across as salty to me.

If they signed the FOL then they already had the intent to leave for that facility; it doesn't seem like it is a ploy to get a different facility from the first because then they would be gambling on not getting a different one and being "stuck" with the first one.

If they accept somewhere they want to be but then their dream facility comes calling/is available, what difference does it make to anyone else if they jump ship to the other offer? I had 2 "dream" cities followed by 2 "almost dream" cities I put in paperwork for in the same month. I was selected for my #3 preference place (#1 of the "almost dream"). If #1 or #2 came calling I would absolutely have jumped ship to them because that is what's best for me and doesn't impact anyone else. Outside of "letting down" the other facility, where is the harm?

It’s when they have no intention of following through on the first offer and just keep the release spot tied up and banking on other offers coming in. Granted this one required a deviation but I’m sure it would be more difficult getting another deviation for someone else there.
 
Exactly what Mike Kilo said. Imagine holding a FOL to (Worst place in NAS) I’ll say GCN for 8 months from now. You’re blocking everyone else and guess what you can do if you don’t have a better facility offer you something? Tell them you don’t want to go anymore and then start the process all over again. Basically screws the facility numbers and everyone it ??‍♂️

Thanks for clarifying, that makes a bit more sense to me now. I would imagine that is a burned-bridge type scenario someone would only get away with once or maybe twice before I blows up in their face. With it requiring the deviation and all the additional work for it, does something like that happen regularly?

I would say definitely not but there’s some true slime balls in the FAA that know the system and what it takes to get around it. The FAA and NATCA do nothing to people like this and even though they may be hated at current facility they eventually get their new facility and everything is forgotten ?
