just a follow up question on this thread, looking for clarity. If I bid a staff job at another facility, can I then ERR later in the future to be a controller at that same facility?

Yes, you can ERR as an SSP. You might not be ranked as high as anyone else, and they might not release you as the SSP if there isn't anyone else to replace you.
