Submitting questions to the FAA

Controllers can submit questions/clarification requests through the chain of command. What would a non-controller, like a GA pilot, do to get an answer?

Technically I think a supervisor a superbsupe does it, but you can talk to your supervisor who can talk to an OM and eventually someone will ask the region for a clarification. The issue is that every region comes back with different clarifications so some people operate under slightly different rules
