I can tell you they have a huge stack of people trying to move there and average pay is around $122k when checked out.

I’m assuming the people trying to get there must be at facilities that can’t allow people to leave? Because it doesn’t appear that Tampa picked up anyone this last panel.

That’s because they can’t pick anyone up. They’re currently above the national average and projected to be above the national average. Since they’re not a level 9 or below they can’t select to 100% staffing
