Who does the ranking?

Networking is obviously still important for the managers ranking of people trying to go there. Question, is the ATM solely the one who puts out the rank? Only reason I ask is because the facility I’m trying to go to I’ve only been talking to the ATM every time I visit and not once the FACREP.

It is solely the ATM's decision to make. Now if the ATM wants to get the facrep's input, that's fine and probably happens, but it is the ATM's choice.

This is not really true, it depends on the facility. The premise is correct because the language basically gives management all the power they want, but facilities can do it however they choose. There are some places where management is completely disconnected from the ranking list and just delegate it to NATCA 100%

In my journey through getting picked up via NCEPT I toured 11 different facilities. Some facilities it was soley the atm's decision, some facilities it was a collaboration between the atm and facrep, some facilities the atm and facrep alternated picks, in some facilities the atm delegated it to the facrep to be the sole ranker. It's impossible to know how the facility you want to go to operates without introducing yourself to both and finding out by talking to them. If you omit talking to one, you run the risk of having gone out to the facility and still not met with the person who is doing the ranking which was the point of your trip in the first place. I didn't find a facility where it was anyone besides the atm or facrep though. So just know if you don't meet with the atm or facrep, you basically didn't meet with anyone.

Email the FacRep beforehand and make sure he'll be there. I'll always prefer a guy to reach out to me prior to a tour. That way I can plan for it and adjust my schedule or the time of the tour as needed. If a guy randomly shows up to tour on my RDO and never reaches out, the likelihood of that being a positive, lasting impression is slim.

Actually to add to all this, a lot of busy places have the VP doing most of the vetting, so even if it’s the facrep officially giving the list to management, it’s the VP that gave significant amounts of input. That was my experience at two different places. I ended up meeting both on a visit but the place a coworker got selected, he never met the facrep, jut the VP.
 
I did encounter the vp doing some work too. At one of the two centers I visited, the facrep was just too busy to even email me back and so I met with the vp instead. I know the vp took care of me passing along good info as the facrep emailed me back with where he was ranking me when it was time a few weeks later. So if you can't get the atm or facrep, still try of course. Info from someone inside the building is still better than info from your atm or facrep. But if you can when you go tour, push to really try and see the main guys instead of getting passed off. Don't push too hard of course if they really seem too busy.
 
It wasn't all at one shot. Credit hours helped erase just about all of them. It was probably over 3-4 panels (better part of a year) since we weren't eligible to let anyone go for the first 2-years of NCEPT. Being stuck that long, you have a lot of time to sit and stir, just itching for some kind of action or progress. For me I ended up doing all I could do, which was go out and talk to people and find out information to try and gain an advantage. Some of my trips were during already scheduled vacation I had doing other things in the area's. But there were two facilities I made a special trip to go see.

I didn't know too much when I started, but I just knew that if there was someone ranking the ERR's at each facility then I could probably network with that person and make my chances better having just one low level up/down on my resume. At first I naturally assumed it was the ATM only as it was called the "managers ranking list". But after a few visits to places I soon found out that was not always the case. Also, as has already been covered somewhere else in another topic, not only is who is doing the ranking different at each facility, what they are looking for varies wildly too. Some people look at seniority, some people look at level of facility, some people look at type of facility, some people (mostly on the facrep side now) look at if you have a position on your local natca e-board or other natca position, some people look at if you donate to the PAC, some people simply look to see how much you've interacted with them (visit's, email's, etc). It's impossible to tell how the facility you are interested in operates for NCEPT unless you find out from the facility or someone at that facility. There is no universal answer that all facilities have this specific person rank using these specific criteria.
