Certain facilities already have it in place, you’ll just have to apply and recertify your training each month. If your facility doesn’t have it then they can apply to become an OTJT facility program, not sure how long that process takes but it doesn’t sound fast. You can search which facilities have this available on one of the VA sites and it’ll tell you how much BAH and book stipend you will receive.
Can you elaborate a bit on this particular situation? How does the GI bill apply towards facility training? What costs is it offsetting?

The Post 9/11 GI Bill allows OJT to count as part of a usable benefit while in training. The fac submits a form to the VA and you receive a percentage of E-5 w/ dependent rate MHA (like BAH) for your facility's location along with a book stipend. Use this tool to see what each place will pay you and using which version of the GI Bill. Just select OJT and type in "FAA" followed by the airport name. If they have the program, it'll pop up on there.
 
Does pretty much everyone that gets referred/ has the required experience get a tol? Or is it similar to OTS bids.
 
Do they usually come out in alphabetical order? First timer and W last name still waiting on mine.
Apparently they do. This is my third time applying and getting a TOL (lol) and I’ve noticed people getting them before me with names that started before H and after me afterward.

No, I’ve seen people get referred and not get a TOL before. It can happen.
