ATC Requirements

Got a trainee. Former US Military who has a few FAA CTOs. So obviously qualified to get hired under prior experience, which he did. He has some buddies from his time in Afghanistan that have an ICAO certification, but no prior experience in the US. He's trying to help his buddies get into the field once they become US Citizens. Does the FAA look at ICAO certification as prior experience?

Negative, ICAO experience is not qualifying for the FAA. Just like FAA experience is not qualifying for most everywhere else.
