He wouldn't be rehired but this is not the reason. You don't need to ever be a cpc to be hired on a bid.

Its almost always culture. Even at the 10+ facilities. I can almost guarantee a level 10 facility that seems complex but has a high check out rate has a better culture than a level 10 that seems complex with a low checkout rate

And in fact the first breakthrough in the U.S had been reported as early as Febrauary.
