Right, but they aren't. The problem with saying "it's a goal, not a mandate" is that we have been saying that. Repeatedly. For multiple years. And guess what management does? They treat it like a mandate because it's an easily quantifiable metric that their management can point to and say "You only averaged 14+50 this week, tsk tsk, no bonus for you."
If upper management is going to run roughshod over lower management (and lower NATCA) by treating it like a mandate, what can we do? The supes are being instructed to ensure 3+00 per trainee per day. Are you saying OJTIs should refuse that work assignment and get a PROC and then try to grieve the PROC, or what is the solution here?
