Pick the facility with the highest check out rate, actually be successful in training this time, then worry about your next move. If you're not successful in training this time, nothin else will matter.

Checkout rate can be a factor of many things.
Even if a lvl 5-7 up/down has a good check out rate they likely have an average 2yr time in training, so it takes 2yrs to backfill anyone that transfers out pretty much. So a lvl 5-7 up/down might release once and maybe twice a year but you'll be fighting with everyone to leave.so a (5-7) up/down facility is a death sentence? in what way?
