Prior Level 12 CPC Reinstatement

Hello,

I'm a level 12 tower CPC that recently separated from the FAA due to my wife taking the job-of-a-lifetime on the west coast. We are moving with a baby and I am exploring my options for reinstatement if I decide I would like to take that route.

I know there is a 12 month requirement before I'm eligible for the direct-to-facility route, but is 12 months also required before applying to the USAJobs bid for prior experience? I was thinking maybe I throw a dart on USAjobs and see if they happen to have the class B tower near us on my list.

Edit to add: The USAJobs bid makes no mention in the requirements section that I must be separated from the agency for 52 weeks in order to be eligible. So I feel like I'd have a good argument.

Call the HR number on the bid and ask
 
The Previous Experience Placement SOP states from the date of “referral”. So I am guessing if you apply and get on a referral list prior to 12 months of separation, you will only be offered your previous facility. It doesn’t define referral and older SOPs say date of “request”. I’ve got old copies of these from 2017 and 2022 in an email. Maybe they’ve been revisited and updated?

If I remember right, the last I saw them updated, the FAA and NATCA agreed to new 12 month processes that “solved” people quitting to circumvent ERR by limiting prior FAA experience candidates to same type and same level facility or below as they resigned from. Doesn’t really mean much for somebody with level 12 experience.

If you give HR a call, report back. I would like to know what you find out as well.

Maybe you could push harder to get them to circumvent it for spousal accommodation but I know a few people that still had to wait the 12 months.

By the time you got them to figure it out it'd be 12 months anyways

I would write your congressman or perhaps director/secretary explaining the situation. The federal government is spending billions to get controllers and there’s a lvl 12 CPC wanting to work but can’t because they won’t make a spousal accommodation after you have resigned and moved. It’s a long shot but worth a shot.
 
They said their wife took the job of a lifetime so highly unlikely. Bro is probably shocked the FAA won't break their dumb rules to accommodate relocating with his wife on his own free will to a new job in the private sector.

The FAA changes their hiring rules really often. Ive been through it and best recommendation is get a hold of the usajobs bid placement point of contact and the HR rep for reinstatement and let them both know your intentions and experience. Check back in every couple of months until they can give you what you want. It might take a whole year, which sucks, but if it changes it'll be good to be on top of it.

Sorry honey. HR said I can’t reapply for 12 months. I’m assuming this job of a lifetime pays well for you to quit the FAA. Enjoy the break from your career and apply in a year. You are in the driver’s seat. Maybe the FAA wouldn’t have a staffing issue if they improved how they pay and treat employees. Never seen so many people resign. Anyone have data on how many people took the retention bonus vs resignations?
 
It’s crazy to me how the pool of facilities to pick from for level 12 controllers under article 124 as well as reinstatement restrictions basically does nothing to deter from having basically any facility to pick from. So many lower level employees are quitting because they can’t get home and/or move up a few levels and they still can’t make any progress under reinstatement or article 100 due to the same in grade/downgrade restrictions and them never making it to a higher level and/or better staffed facility. This shit is such a retarded paradox.
 
The FAA's objective isn't to reward quitting...
But for a level 12 CPC there isnt much downside at the present moment. You can come back and get your pick of facility. Hustle OT hard until June, then quit. Come back next July and youll still have a higher net pay than a level 5 CPC for those two years even taking 12 months off.
