You can't reward people for being "better controllers" because it would compromise safety. Not every controller can do (whatever task) as good as the next guy and if you start paying the guys who can extra then the ones who can't will try to control above their skill set and cause a dangerous situation.
I could potentially see maybe if you don't have deals then you get a better raise but then that goes against the whole atsap "everyone tells their side of the story for safety" thing.
