So now the question for towers. Is CD included with the FD non essential title? Some towers are saying yes and some no. Need some more clarification.

The general rule of thumb: If you can have an operational error you're considered essential. At least in the tower environment.

They can send DSide trainees home. They’re mandated to send trainees with no positions home.
ZOB DSide trainees are still working.
