Making some sort of unofficial blacklist is nothing short of retribution for not getting what you want. You have no idea why someone requests/accepts/declines a transfer, but you'll try and hurt them because of potential effects on you. You shouldn't be expected to consider what every single other person in the FAA wants when deciding on what to do with your life, or be held accountable for it. What another person does in their life and career should have no bearing what-so-ever on your choices. A system that forces people into that is wrong.
You know we see eye to eye on the system as a whole. This system does force other controllers to be considerate of their co-workers. There's no getting around that. If you aren't, the consequences are massive. As you know, with the NCEPT in place, there are only certain windows to get to certain facilities, if you miss out on a panel because a co-worker is too lazy to remove an ERR, you may never get a chance at that facility again.
I don't believe there is any viable reason (knowing you can remove an ERR the day of the panel) that would cause someone to turn down an ERR
and try to ERR other places the next panel. I've heard many stories from people who've had others block their facilities and each instance was inexcusable.
I guess our sympathies lie on different ends of the spectrum. My heart goes out to the 13 other controllers at those facilities this past panel who didn't get an opportunity. Did they miss out on their dream facility? Was that their one chance to get home? How much money did they just lose? etc.
If a FacRep does his/her job and calls to vet each candidate, I'd hope the information would come out. I expect them to be truthful. If someone can't work traffic, is an asshole and awful to be around, or turned down an ERR 3 months ago, I'd certainly like to know. In a large part, your reputation as a FacRep depends on being truthful.
Full disclosure: Someone not having the decency to remove an ERR has cost me ~$125,000 and ~$4,000 per year until I hit the band maximum.
