Contract to FAA medical clearance

Wondering if someone may have been through this issue or knows the answer. I have seen numerous people in old threads that say they've lost their FAA flight physical that they are currently using to work in a contract tower, after applying to an FAA bid and being found ineligible for whatever reason during their medical evaluation. All of the contract companies I have read job openings for say that a FAA flight physical is required. What is the difference between the medical clearance with the contract towers and the FAA, both requiring the same form? Why would an individual be issued an FAA flight physical to work for a contract tower, then have it revoked when actually trying to work for the FAA? Thanks for any info.
 
From being on both sides of it, the FAA evaluation is more thorough than the class 2 for the contract towers. For example, you get an EKG on your initial physical for the FAA and you don’t do those for the contract tower
