Every facility has someone who handles that for you. Whenever you get to your facility let someone know you are a vet and that you want to use your GI benefits while in training.
Ensure your VA certifying official submits the most accurate amount of training time required in order to achieve CPC.( Usually the cumulative amount of training hours required in months). The VA will give you a lump sum for "books and supplies" in your first payment of BAH. so if they submit it takes a year to certify but you do it in 6 months you're liable to pay back the other 6 months of stipend to the VA. However I believe they prorate the amount to less if you aren't going to train for the full year
They do pro rate you, also, if you go on any sort of extended leave over 30 days. The benefits get cancelled and you have to restart the process when you go back to training. And you also receive another chunk of money for books, etc.
Does anyone know how the certifying official comes up with the hours trained? It sounds like you need 120 to receive the full amount, but there has been a few months where our facility's guy has submitted less, resulting in me getting a partial payment.

You're in a training status if you have your medical up until the point of CPC IIRC as it was explained to me. So you should be getting 160 hours (40 a week) a month of "training" unless you take leave. Then the leave hours subtract from 160 monthly.
