"Include specific instructions on where to cross a runway"

Got into this debate today at work - several controllers now saying "Cross runway 12R at TAXIWAY papa 3"... is this "Taxiway" phrase required? I understand now the papa 3 is. People are referencing the examples, but no specific phraseology indicates the word taxiway is required, and plenty of other examples in the book do not use the word taxiway prior to the taxiway indicator letter. Thoughts?

The examples have both ways but there's nothing that says you must say it, like there is for runways.
