You got it right. SM had it listed as an up/down lvl 10. They split in 09 or 10 and got downgraded in 2012. You gotta love that traffic count after 11pm doesn't count.
 
Count ops ends at 1159 (not 11, my bad) then resumes sometime around 7 or 8. A substantial portion of our inbound push happens from 0000-0100. The entire outbound push happens between 03-05. I may be wrong but isn't this what determines facility lvl? Either way it may not have been enough to keep us at lvl 10 but couldn't have hurt.

If you go to CountOps to put in manual count, there's entries for every hour.

You've been downgraded because Delta pulled out after they bought Northwest, FedEx is flying larger aircraft/fewer routes, and you have zero satellite traffic. Count Ops doesn't discriminate against facilities. The formula is in the contract...

Concur. We're way down and my reasoning flawed. I know the mid shift traffic counts toward the total number of ops, but for complexity they take the busiest 10 hrs multiplied by blah blah. Most facilities do the Lions share of their ops in a 10 hr window. I don't know exact figures or where to find them, but I believe this eliminates a large portion of our count. Also, just to reiterate, it may not have made a difference. This is the way it's designed to work. I'm not butt hurt about it.
