Is there a membership level where you can no longer present an entire bargaining unit?

Not that I am aware of (not an expert) but I will say losing a significant portion of the membership will bolster the ranks of those looking to decertify NATCA. A book could be written about decertification rules, but there are a lot of them. Those I know hoping to decertify NATCA are serious in their endeavour, merely biding time.

The annoying part is it would be way easier to just take over the neb then try to decertify the union. But so many people left already idk anymore
