Received this from someone, I can't vouch for any of its accuracy. In fact, I see a couple things that are incorrect. Vacancies must be open for at least 21 days, by law, to the best of my knowledge. Previous experience hires don't go into a "pool", they are separate. The total number of projected hires is almost 1800 from all sources. It's 10% variance from the other pool, not from 50%, for a max allocation 55/45.

Notes from July 29th, 2016 CTI/FAA Conference Call:

*ATCS Vacancy Opening TBD on USAJobs site, they are estimating Mid-August
*Vacancy will be open for 7-10 days
*Applicants can elect to be in one of two pools, but not both
-Pool 1: Veterans and CTI Graduates
-Pool 2: General Applicants
*Must be under the age of 31, at the close date of the Vacancy Announcement, and can turn 31 anytime after that date.
*Both Pools will need either 3 years Progressive Full Time (40hrs/week) Work Experience, or a 4 Year Degree (2 year schools will need to have an additional 1 year of Progressive Full Time (40hrs/week) Work Experience to qualify)
*Pool 1 will NOT have to take a Biographical Questionnaire; Pool 2 will have to pass the BQ to continue.
*Upon a manual check of qualifications after application is received, the applicant will be informed where and when to take the ATSA Exam
-ATSA Exam replaces the ATSAT and will be given from Testing Centers from around the US, passing score has not yet been determined. The exam is very similar to the old ATSAT Exam.
*The FAA will be required, with up to a 10% variance, take 50% from Pool 1 and 50% from Pool 2 when selecting candidates for hire.
-FAA for Fiscal Year 2017 will hire 1452 applicants (Pool 1 Veterans with previous ATC experience will not be counted towards that number).
*Applicants in Pool 1 will be required to submit during application, proof of completion of an Approved FAA AT-CTI Program. Applicants must reach out to the institutions for these Documents.
-Documents need to Confirm their status:
-Copy of their Transcript or Copy of the Diploma
-AND a Letter of Recommendation from your Approved CTI School, recommending the applicant to the FAA.
*Applicants that fail to provide documents, will be moved to Pool 2 and required to take the BQ.
*Lists will not be kept and Applicants must reapply with every Announcement Vacancy if they were not selected.
*Former FAA Hires (who had taken the oath), that had failed in any stage of Training, may not reapply to the FAA in either Pool.

***Applicants will need to contact the Registrars Office at UND for Transcript information. Transcript Request Information | Registrar | Academics | UND: University of North Dakota

****Remember Pool 1 is for Veterans and AT-CTI GRADUATES, current CTI students will not be able to apply to this pool until they have Graduated.

*****Applicants will need to request a Letter of Recommendation from their respective Schools of CTI Graduation. To request one from UND, send an email requesting one with your legal name, Month and Year of Graduation, and email address to either Paul Drechsel ([email protected]) or Colt Iseminger ([email protected]). We must receive an email for record keeping (no Facebook Messaging allowed), you will be sent the letter as a PDF for upload on your application. We will not give letters to current students, ONLY UND AT-CTI GRADUATES.

This appears to come from someone at UND and is the reason for the confusion you noted. I think there is slight confusion from those outside the FAA related to experienced controllers and veterans since, quite simply, there will not be many experienced controllers that are not also veterans. This appears to be the reason he has grouped together experienced and veterans within Pool 1.

If you're talking about vacancies being open for a minimum of 21 days for BUEs, you would be correct. This is covered under Article 42. However, new hires - be they experienced, CTI, military, or OTS - are not BUEs and, therefore, not covered by Article 42. Also, having once been a hiring manager, 7-10 days is legally acceptable for this type of bid.

Yeah, this should be the OTS bid. One pool for strictly OTS people, other pool for vra/cti folks. Hopefully an experienced bid comes out sometime soon after this.
 
Oh.......when i see VRA I assume Prior Exp not necessarily veterans in general. Considering HR 636 really applies to prior exp, you would think the next bid would apply to them also

“(A) ENSURING SELECTION OF MOST QUALIFIED APPLICANTS.—In appointing individuals to the position of air traffic controller, the Administrator shall give preferential consideration to qualified individuals maintaining 52 consecutive weeks of air traffic control experience involving the full-time active separation of air traffic after receipt of an air traffic certification or air traffic control facility rating within 5 years of application while serving at—

“(i) a Federal Aviation Administration air traffic control facility;

“(ii) a civilian or military air traffic control facility of the Department of Defense; or

“(iii) a tower operating under contract with the Federal Aviation Administration under section 47124.

I think I'm a few days late to the party with this though.
