I would definitely argue that it's better than "mediocre." However, that's splitting hairs really. Everything else you said is pretty spot on.Cleveland as a city is mediocre; there are a couple gems and a few decent blocks but that's about it. Cleveland suburbs are a great place to raise a family and live a decent life.
CLE is a no brainer if you don't care about a "bustling" downtown or professional sports success and would rather have a 2000+ square foot home, a large yard, and a low cost of living. Easily accomplished on level 8 pay, even better if they ever hit level 9.
