Time check required?

Issuing the time is required when issuing a release time (released for departure at “time” time now “time”). Also required for other situations that don’t pertain to the question.

At a control tower, when advising the pilot of their TMU release time (CFR/EDCT), do you have to give a time check?

My thought is no. The TMU time or window is a time tower “may” release the aircraft. The intent of the time check is to avoid pilot with different time set, departing before/after they should, since this time may be based on traffic.

I see people do it a lot and curious if other places do too.
 
1 person at my facility gives a time check. If it's a CFR most people say your wheels up time is at 15, 1515, 15 after etc... If it's an EDCT I say your EDCT time is. Most airline pilots should know the difference between and EDCT and CFR but if they sound like they just stepped out of a c172 they I will break it down Barney style.

On another note it's amazing how many pilots think their wheels up time, is the call for push back time. I'm looking at you Bluestreak!
