Doubtful. Detroit could have taken it but the air national guard base wanted it to stay

No. It was recommended to stay as an up/down.
From 2015-2034, moving the tracon to D21 would have cost an additional 8.97 million dollars versus leaving it at TOL for the same time frame.
Increased salary, D21 modification changes to accept TOL, transition/training/overtime/PCS all account for the negative return-on-investment despite the potential operational benefits.

Not to be short, but trainees can’t even get back into their own facilities. But, last I heard was tours were strictly forbidden.
