Depends on what level you're looking for and what you define as best

They let two people swap last panel who weren't Cat 1 or Cat 2, but neither facility was in the 'red' for current and projected. The NATCA swap page might be pretty outdated, the only person from an up down that has a swap request to ZDV is COS.

You are correct. Which means that the latest NCEPT facility status documents are wrong.

They're fairly high up the priority list at number 33. I don't see them going much lower than that, so there should always be spots available.
