5-10-13. TOWER CLEARANCE

1. When an aircraft is on final approach to an airport served by a tower, obtain a clearance to land, touch-and-go, or make low approach. Issue the clearance and the surface wind to the aircraft.
2. If the clearance is not obtained or is canceled, inform the aircraft and issue alternative instructions.
