Your idea is to lower their level and not just get rid of the made up AG tower placement rule?Not a tower controller here, but who ends up at DCA? As a level 9 tower, it's not eligible for academy grads. I was in the DCA area 4 years ago and was absolutely shocked at how expensive it was. Level 9 pay out there is basically survival wages.
If you want to transfer to the DC area, why the f**k would you want to go to DCA when ZDC and Potomac TRACON are level 12s? If anything, the best thing they could do is lower DCA to an 8 so it's eligible for academy grads vs only getting the absolute cream of the crap desperate bottom of the barrel F- transfers.

I would argue the opposite, at least when it comes to busy GA VFR towers. You need to have 8-10+ in the pattern for most of the day to sustain a level 9 at airports like DVT and FFZ, because the TCI doesn’t think balancing that many aircraft in the pattern with itinerant arrivals/departures is “complex.”TCI is broken. Yea the TCI needs updating on each airport individually. Each airport has their own issues that need addressing that make their job more difficult.
