Think this would apply to a Top 15 Level 12 that is currently slated to pick up zero but needs several to get to target? Or do you think since they are at zero they'll be left out altogether?
SugarFoot is correct. 0 means 0 for 10-12's. They aren't given a list to rank. For 10-12 facilities it's based on their projected average. All of the 10-12 facilities that can pick up 0 is because their projected average was above 93.6% on the last PPT.
As far as the leeway is concerned, it's borderline impossible to predict beforehand. The ones that they've allowed in the past (and given explanations) for went something along these lines...
"After reviewing the eligible ERR's from Facility XYZ (Typically overstaffed), we concluded that they have no more eligible ERR's to any facilities in need, but they did have two eligible ERR's to Facility WXY, as WXY's projected staffing is lower then XYZ, we allowed both ERR's to take place."

Given @Joe Allen question on the last page, if they had 3 ERR's in from, lets say ZOB, who can release 34, I could see them allowing the releases based on the above logic. Again, it's entirely up to their discretion, but they have done it in the past.
 
Since we (MDT) got our SWB up to date, but not on any referral list is there any chance we can be added after they were distributed. I know this is the last day but I feel like I remember a panel or two ago that this happened to another facility. I couldn't find it after a quick search in the previous forums.
What happened last panel was a handful of people from facilities were accidentally left off the manager's ranking list. They were from facilities that had been eligible the whole time. Unfortunately in your case, what you're asking hasn't been done before.

Do facilities level 9 and below with 0 possible gains receive a list to rank ? Do they follow a different process than the 10-12s?

They receive a list if their projected staffing is between 93.6% and 99.9%. If it is over 100% they do not receive a list.

NCEPT takes two passes down the facility priority list.

First pass staffs 4-12's up to the projected national average of 93.6%

Second pass staffs 4-9's up to 100%

Would a FLM/TMU selection at an eligible to lose facility impact this quarters NCEPT panel this late in the game? We are eligible to lose 3 at my fac but may have had someone picked up for a TMU bid, just curious if we will possibly drop to 2 between now and Thursday.

PPT is a snapshot frozen in time. After the last PPT is pulled (last week), you could have 12 people retire, 8 selected for SUP bids, 4 quit, etc. and you'd still be able to release 3.
 
ZDV's list had 29 names on it and was a kick right in the dick. 10 or so Center CPC applicants, 15 or so total people from 9+s. Didn't see ZLC.
Handful of ERIs on PCT's list, if one of them is you, you probably got a chance at it. They're picking 19th with 12 selections so even if they don't rank you high there's bound to be some people towards the top of their rankings that get crossed off by the first 18 facilities.

Whats considered first: swaps or ERRs? For instance, we have someone here who has paperwork in for a swap, do swaps get looked at by the panel before ERRs do? So if that person's swap gets approved, we can release 1 less than we could before? Or are swaps considered after all possible ERRs?

No 7 Tracons. ZDVs list has 3 7 Up/Downs.
