SugarFoot is correct. 0 means 0 for 10-12's. They aren't given a list to rank. For 10-12 facilities it's based on their projected average. All of the 10-12 facilities that can pick up 0 is because their projected average was above 93.6% on the last PPT.Think this would apply to a Top 15 Level 12 that is currently slated to pick up zero but needs several to get to target? Or do you think since they are at zero they'll be left out altogether?
As far as the leeway is concerned, it's borderline impossible to predict beforehand. The ones that they've allowed in the past (and given explanations) for went something along these lines...
"After reviewing the eligible ERR's from Facility XYZ (Typically overstaffed), we concluded that they have no more eligible ERR's to any facilities in need, but they did have two eligible ERR's to Facility WXY, as WXY's projected staffing is lower then XYZ, we allowed both ERR's to take place."
Given @Joe Allen question on the last page, if they had 3 ERR's in from, lets say ZOB, who can release 34, I could see them allowing the releases based on the above logic. Again, it's entirely up to their discretion, but they have done it in the past.
