Budget

Supposedly there was a NATCA email that went out today saying our FERS was unaffected, but I haven’t received it.

[edit] and there’s a Reddit thread claiming we’re exempt from most of what’s in the OP. My gosh, who do I trust?

From the bill

SEC. 90002. ELIMINATION OF THE FERS ANNUITY SUPPLEMENT. –– For new federal retirees, this reform eliminates the additional retirement annuity payment that those eligible to retire before the age of 62 currently receive until they reach the age of Social Security retirement eligibility benefits. Exempt from this reform are those in federal occupations subject to mandatory early separation

the question is if this only applies if we retire at 56 or when eligible

Sooo...who's jumping on that first grenade to see if it's a timing or career field application?

That wording says our occupation is exempt. But that seems to just be a summary, I don't know what the law itself says.

I read this as age 56 - mandatory separation. Otherwise you don't get the supplement.

What I've extrapolated between here, reddit, and emails is that the most recent markup exempts ATC from complete loss, but does mean we'd lose it if we voluntarily separate (I.E, before 56).

However, this remains a work in progress.

This isn't a bill, this is a committee mark-up. In plain language, all congressional committees will meet to "mark-up" their section of a reconciliation bill per the instructions in the recently passed budget resolution.

How it will generally work: The committee chairmen introduce their "mark-ups" and then their committees can amend (or not amend) per congressional rules. After all amendment votes are taken on a committee's "mark-up," a final vote on passage in that committee occurs.

After all committees have done similar with their own "mark-ups," a single bill - known as a reconciliation bill - will be introduced in the House and Senate. On the floors of the House and Senate amendments to change the bills will be offered. Those amendments will be voted up or down or withdrawn, and a final vote on passage will occur.

A lot of changes will occur from mark-up to final passage... and don't assume final passage is a given (although failure to pass would be embarrassing for Republicans since Democrats cannot filibuster a reconciliation bill in the Senate).

Note: The T&I Committee "marked-up" a $15 billion increase for new facilities and equipment... yet no word of that anywhere on this message board. See pages 20-21 here: https://www.congress.gov/119/meeting/house/117947/documents/BILLS-119000ih.pdf
