And for the timing of the paycheck, it should be the soonest possible regardless of playdate according to the Federal Employee Fair Treatment Act that was passed for guarenteed back pay as well.

I dunno.. I think it gives him an excuse to reopen and frame himself as the hero.
"Congress couldn't get it done, they let all the workers suffer. I gave them a chance to do their jobs and they sent nothing to my desk. So now I take the money and reopen the government myself"

You really think handing out leaflets and calling congressmen had more of an impact than LGA shutting down?
Nope. Did I say that? That other dudes asinine comments about NATCA were the reason I said that. You’re either blind or a fool if you didn’t notice the constant work they were putting in with the media, courts, legislators, and the public to build our position in why the shutdown should end.

They did their portion to protect our interests, not simply being the “atc pizza club”
 
None of the things they did had any effect at all on the shutdown until the last 2 days when Paul and Trish started talking about controllers hitting the breaking point and used the buzzword becoming "incapacitated" due to stress, fatigue etc. That along with similarly timed regional Telcons where it was made clear NATCA would not look down on controllers who become incapacitated.... were game changers... but the biggest game changer by FAR was OPM clarification that leave would be FREE. Whoooosh.... flood gates open...shitshow ramps up to 11. At which point we reached this morning, where ZDC and to a lesser extent Jax Center became heroes. The leafletting was a joke that just made people feel like they were doing something. Calling 18 Senators is pointless. Endless documenting of Canadian pizza deliveries, Sob stories from controllers driving uber or putting up a GofundMe may be good human interest stories for the 6 oclock news, but did not move the needle at all. LGA going to a ground stop sure as hell did tho.

I think at the beginning... all of the brush back pitches in the form of scolding/threatening emails actually hurt morale and made the shutdown worse. The union played good cop, until they played bad cop. Bad cop was needed. Better late than never. Now we await the fiasco of months worth of effed up backpay!
Did the ground stop to LGA play more of a part in the reopening than TSA just not showing up at MLU?
LGA is no stranger to being on either end of a ground stop. TSA at an airport being totally absent is something new.
However, using "staffing" as a reason in flow control is the absolute last resort...they'll use any other reason if it even makes a little sense. The command center specialists that put out the stop/delay are I'm sure going to have/had their decision scrutinized.
 
Here’s my theory.

NATCA got awareness up about our plight and the public sympathy on our side. They knew they couldn’t strike or slow down or sick out but they’re not dumb and they knew how controllers felt.

OPM knew what they were doing with their leave/furlough email. They weren’t getting paid either

The media completely misinterpreted what a Ground Delay Program is. They were basically reporting that LGA closed because of staffing.

The Gov (trump, McConnel, whoever) knew this was the tip of the ice berg. No one was mad at ATC for the delays, they were mad at Gov. Even Fox News was kind to us, and that’s probably thanks to NATCA being on there a lot and staying apolitical.

As for TSA, they tried but it wasn’t enough yet. The public might have felt bad for them but for the most part they think TSA is useless and just gropes them for fun. Other than on here I didn’t hear a single report about MLU.
