The Easier and Cheapest way is to apply to an Off-The-Street bid

Step 1: There are 1-2 bids for Civilians a year, apply to them when they are open.
Step 2: Wait
Step 3: Take the ATSA, an intuitive test
Step 4: Wait
Step 5: If you scored high enough you'll get a Tentative Offer Letter
Step 6: Wait
Step 7: Undergo a medical, security, and mmpi-2 clearance which can take anywhere from a week-a year of waiting
Step 8: Wait
Step 9: You'll get academy dates to train in OKC that the FAA will pay you to be there for
Step 10: Wait
Step 11: Pass in OKC where the pass rate is around 60% from start to finish
Step 12: Congratulations you're now an ATC (in training)
