New Facility Placement Procedure

What it sounds like is the terminal and en route placement lists are much different in variability. I didn't see much if any variability on the en route list, it was pretty stable, the man variable is what the few classes ahead of you picked.

One major volatility factor right off the bat in the enroute list vs terminal list is simply the number of facilities. Because there are a 100+ terminal facilities (7 and below) vs 20+ enroute facilities. If there were only 20 terminal facilities on the list (7 and below) the list wouldn't change as much as it does now obvously.
