I have a question about the bonus. I know someone who is at their first facility, a center. They were checked out on a couple of R-sides when this MOU was signed. They did not get the $ 5,000 bonus check within 30 days of the signing of the MOU. They have since fully certified in their area. They asked about the bonus and this is what they are being told:

I won't get bonus. I was asking around and if you have any d sides it counts as a facility rating. If you go to the faa order 8000.90 en route is rated when they get positions after a side basically. Over in tower do they need to be fully checked out before rated.

From my understanding, the 8000.90, when you get your first 2 D-sides, you are credentialed, not facility/area certified.

From my understanding, they should fall under the Academy Graduate (AG) definition and should get the bonus under section 2. Any thoughts or suggestions?

The mou says if they are a bue at the AG level at the time of the agreement, they get it. If you are a DEV1, 2, or 3, then you are no longer at the AG level.

has never been facility certified in a terminal or en route air traffic control facility in the FAA.

The key for how the MOU defines a AG is they have never been facility certified. I understand this is not per the 3120.4, but it’s how they defined it for this MOU.

In a center you get your credential and printed out card after you get 1 d side
