I’m at a level 7 tower. We cannot keep staffing on hand, have been short for 10 years. CIP boundaries means a level 5 tower 7 miles away gets 8% CIP. We get less than 2%… They are extremely fat staffed because why not work less for the same pay. We need a big baseline raise. And actually use CIP to help increasing retention at facilities.
