On Oct. 30, 2020, a waiver to the new 3140.R certification requirement was issued extending the period to avoid OJT until the end of November 2020, which is 120 days from the June 2020 OTS.
So you think that the waiver will apply to people that didn't get the "June OTS" referenced in that quote?
 
So sit in a building instead of at home prevents a furlough how?
It’s a pretty simple concept - there’s an image thing going on here. The perception is that there is a lot of dead weight in the agency right now.

STILL waiting on all those “furloughs can’t happen” drum beaters
 
Apparently there is a briefing tomorrow so a few questions should be answered. Rumour has it High-Risk may still be out on Excused Absence, but we shall know tomorrow.
 
Latest cooler talk, NATCA is worried someone in D.C. is gonna realize that everyone is working this traffic perfectly fine without those on EA. They'll assume the "new normal" and start cuts similar to NZ and NavCan. Supposedly behind the curtain NATCA is seeking out a new return policy that'll get EA workers back in facilities sooner before cuts start happening.

First off this is the typical NATCA two step, push an email out with information and not brief it to the regions/facreps. Second the interpretations that I am hearing from individuals regarding High-Risk is that this is a scare tactic to bring people back to the facility to avoid the perception of pay without work and to avoid furloughs (there have to be furloughs before any RIF). Fourth, the liability to the Agency should a High-Risk contract/die from COVID is enourmous not to mention the Flight Surgeons and their medical licenses.

Could I be wrong? Absolutely. If I am ordered to return to the facility I shall do so promptly and within the allotted time. The logic behind what I am hearing is: Numerous facilities are going ATC Zero multiple times a month, COVID cases are at an all time high, in door transmission is continuing unabated without a timeline for vaccine production., If I am not required to return and risk having to do the training program over again so be it. The protocols established by the Agency in conjunction with the Union are still being adhered to by myself and my immediate colleagues.

This is what baffles me. I’ve seen more ATC zeros, positive COVID cases, controllers exposed and random EA for CPCs that have been exposed just in November than I did from April to September. So it’s definitely not related to safety at all...has to be job security related, but I’m sure lies will be told.

We will, I am sure, get the standard Q&A sheet tomorrow by close of business based off past emails but in essence I concur with you. Something much larger is at play here.
