My facility is a level 6 up-down. Typically our trainees make one jump from D2, to CPC. Would our controllers rate D3 at any point during the training time given the following info…
Our position breakdown per our SOP is as follow:
Tower
1 Tower FD
2 Ground
3 Local
** Tower flight data is issued first, followed by Ground/Local which we train combined.
Radar
4 Radar FD
5 Handoff
6 Approach Sector 1
7 Approach Sector 2
**All 4 positions are trained combined in radar, and certifications are issued combined.
**Target training hours are combined for positions trained combined for each branch (tower/radar). Radar is one lump sum.
Questions:
Does “FD” in the chart in Appendix B mean BOTH flight data tower and flight data radar, or one or the other?
If FD means only Tower FD, do we rate D3 after completing TFD plus Ground, Local, Radar FD, and Handoff. The later 4 being 4/6 or 66% of “all other positions
This is brought up time and time again in our facility, the common answer is always “we’ve tried it before and it doesn’t work”. But, at this point no one even knows the last time it was brought into question or by whom, because they’ve been gone for so long, and we have not had proper management or union representation in a long time.
As a level 6 up down we have a D3 pay scale but it is entirely not utilized. Our training time is 1.5 years roughly to CPC, leaving large gaps in raises compared to something like a tower only where you can be “CPC” after training for a fraction of the time.
With potential “seasoning” time, followed by long waits for RTF classes, and 4 positions worth of training hours. Could D3 could fill the long gap from tower certification (D2) and CPC in our case?
